Legislative Report
2024
Washington’s short 2024 legislative session brought several major policy discussions affecting senior housing and long-term care. A bill imposing federal nursing home standards on community-based settings was stopped in committee after strong opposition, but is expected to return. Rent-cap legislation for independent residents in mixed senior housing remains active in the House. A proposed work group on independent residents’ rights in assisted living may continue through budget processes.
Lawmakers also approved Initiative 2111, which prohibits state and local income taxes, though it does not change existing laws. Looking ahead to 2025, the state faces a projected 10–12 billion dollar budget deficit, raising concerns about potential funding cuts for senior care. The sector will need strong advocacy to protect Medicaid rates, support annual rebasing for skilled nursing, and address workforce barriers, including delays in home-care aide testing and certification. Providers are encouraged to contact legislators before the next session begins to ensure senior care funding and policy priorities remain visible.

ASRP’s 2024 Annual Report highlights a year of active member engagement, expanded education, steady membership growth, and strong collaboration across the senior referral community. The association continued to track key legislative issues, support best practices, and strengthen professional connections statewide.
